Maybe. NTSC signals can be "illegal" in a variety of ways, -- any component of
the signal, sync, luminance, color modulation, etc. OTOH, it's very unlikely
that any commercial broadcaster would xmit an illegal signal. More likely your
set is out of adjustment. Many sets make funny noises when sent bright
pictures, mine included.
